It's not, not even close. I could write a doctoral thesis on why your wrong, but I'm too lazy. There too completely different genres of games. Day Z is a survival shooter, The Division is a loot driven cover based shooter. There are .....now mark my work carefully.... there are "times" in The Division, while in the Dark Zone you get that same delicious paranoia of Day Z, fearing you'll be murdered and robbed of your precious loot. But other then that the game plays significantly different. And once you figure out that the only penalty to getting murdered is mainly too your pride that quickly wears off. Recently the Dark Zone went from "whats the point" to "seriously broken".
My findings with this game, and a lot of other games, is the crappy style most players these days take to playing games. Which is burn through it as quickly as humanly possible to get to "The End Game" only to find that part of the game repetitive and stale. I think if your goal in this game is to get to the Dark Zone to rob and murder your in for some major disappointment.
Day Z is an awesome game, but has its broken issues too. Every Day Z clone that has come out, to my knowledge, has been a complete cluster fuck.
